Govt to petition against FCI on HTS
NFS Act soon in state
ITANAGAR, Apr 25: The state cabinet has decided to file a writ petition against Food Corporation of India for reimbursement of genuine Hill Transport Subsidy (HTS) liability.
This decision was taken in order to bring a comprehensive PDS reforms in the state in a cabinet meeting held on Sunday evening.
It was also decided to take up the matter with the Govt of India for one time resolution at the highest level for clearing the pending liabilities.
On HTS and past liabilities, the cabinet decided to deposit part payment up to one third of the decreed amount “under protest with the court following a Supreme Court” order with a condition that if any fraudulent claims are paid, they would be recovered with penal interest and there would be criminal liability on carriage contractors.
The Cabinet further decided to opt for air dropping of food items in remote areas instead of transportation by head load system.
Meanwhile, the state Govt has decided to implement National Food Security Act immediately throughout the state.
As per the Act, 35 kg rice will be allocated to AAY household which will be made available at the rate of Rs 3 per kg per persons to all priority households. For the rest of the households, rice will be available through FPS to be paid and settled directly by the consumers.
In areas served by the banking channels, optional were kept for direct cash transfer.
As per this all priority household would get roughly Rs 22 per person per month directly in their bank accounts and they can purchase rice from the market. It was decided to start this model well before December.
For rest of the households located in villages connected with road, cabinet has decided to make the rice available through fair price shops. The whole process will be computerized from the point of FCI lifting till the final sale so as to ensure that no leakages are made at any stage.
In the Cabinet Meeting, it was also decided to clear the pending bills of small and marginal contractors and cooperatives, who have completed their work in time genuinely.
Governor assures Puroik rehabilitation
ITANAGAR, Apr 25: Governor JP Rajkhowa assured the Puroik community of all help they need for their rehabilitation.
Addressing the community members on the occasion of the 17th Mega Gumkum Gumpa celebration at Nyokum Niya Festival Ground, Nirjuli on Monday, Rajkhowa said the community must use the platform of the festival and discuss to bring changes to traditional practices.
Stressing on bringing universal education amongst the members of the tribe, the Governor advised them to work in unison for the welfare of their own society and the State as well.
He also advised them to safeguard the nature.
Stating that people have blocked the natural streams by constructing buildings and throwing garbage, the Governor said that such unethical practices have resulted in road blocks, floods and diversion of natural flow, which in turn resulted in bringing pain and discomfort to the people at large.
The Governor exhorted the youth of the community to sharpen their skills in games and sports activities and excel in life.
The Governor commended the efforts of the All Puroik Welfare Society in organizing the festival with true spirit of Gumkum Gumpa.
Concurring with the view of People's Party of Arunachal (PPA) president Kahfa Bengia, who proposed for a welfare board for the Puroik, the Governor suggested for 'Autonomous Development Board' for minor communities and tribes, who do not have political representative in the State Legislative Assembly.
Earlier, PPA president Kahfa Bengia suggested for setting up of the Puroik Welfare Board for upliftment of the community. He also suggested for exploring a way to have a political representative of the community.
Dwelling in length the challenges of the community, Bengia highlighted on welfare measures initiated by the central as well as the state Government. He advised the Puroik community to properly utilize the benefits provided to them.
Stating that they have huge potential in sports, particularly in archery he advised them to harness their skill in games and sports and also explore employment in Army and Police owing to their physical toughness and eco-friendly lifestyle. He called upon the members of the community for regrouping and static settlement and do away with their nomadic lifestyle.
Submitting a 3-point memorandum on the occasion, All Puroik Welfare Society president Adang Yachu urged the Governor for his personal intervention for implementation of the welfare measures as directed by Guwahati High Court for the Puroik Community. He also requested him for facilitating proper demarcation of land allotted to the members of the community and in providing a Gumkum Gumpa festival ground. The APWS president said that as the community does not have any political representative, it has created hindrance in its overall development.
A colourful programme, representing the cultural heritage of Puroik Community was presented on the occasion.
Representatives from East Kameng, Kurung Kumey, Papum Pare and Kra Daadi Districts, including Goan Burahs attended the function.

Roing police bust armed gang, lax ILP system worries police

Roing, Apr 25: In a breakthrough, the Roing Police busted a gang of armed robbers notorious for extorting and robbing traders at gunpoint in and around the district since some time now.
The police sprang into action after a complaint was lodged at the PS Roing by a trader who had been robbed on Friday last, and within 24 hours the police team led by SP Roing Take Ringu, managed to get hold of the culprits, with the robbed items and the weapon used for the crime.
As per reports, two armed masked men entered Intaya Agency at closing time, assaulted the salesman and looted fifty thousand rupees, snatched a mobile phone and fled in a Tata Sumo.
"The shop has a CCTV installed but the shopkeeper had switched it off as he was closing his shop when the masked robbers entered, leaving no clue for the police who had only the description provided by the shopkeeper to start their investigation", said a police source.
"We started our investigation by intensively rounding up local history sheeters from around the district. An identification parade was also conducted but it led to nothing. OCs of all the police stations and incharge Shantipur and Paglam Checkgate were also alerted, while intensive police pickets were also set up in and around the township area", informed DSP Roing Habung Hailyang.
He added that after direction from SP Ringu, the investigation was directed towards suspects from Assam who were involved in a series of extortion cases wherein a number of dairy farmers operating in Doleshwar area in the Assam - Arunachal border were harassed by them a few months back.
Reportedly, a team led by DSP Hailyang first arrested Biplop Thapa(27 yrs) and Bikas Thapa (24 yrs) from Shantipur in Assam, recovering the mobile phone from their possession.
The police informed that during their interrogation, the duo revealed all about the robbery and the whereabouts of their leader who was later arrested with the country made pistol (believed to have been brought in from Bihar) loaded with a cartridge along with what was left of the looted cash, from Cheta-II village.
The main accused was identified as Vikhram Thapa (23yrs) who is also wanted in connection with Roing PS Case No. 11/2016 U/S 384 IPC R/W section 25(1-A) Arms Act. The driver of the vehicle, Kancha Tamang (19yrs) involved in the robbery was also later apprehended by the police, and the vehicle siezed.
As per police reports, the four accused revealed during interrogation that they were planning to procure more arms with the looted money in order to strengthen their gang to commit more of such heinous crimes.
SP Ringu said that if the growing number of outsiders in the district is not curbed in time, the rise in crime will be accelerated, especially after the Dholla and Alubari bridges are functional.
"The number of outsiders in the district overpowers that of the locals. In such a scenario it is possible that the locals will be marginalised and the district will be overtaken by these non locals who are living here without any proper documents. In order to do so, first of all, the rule of ILP has to be strictly enforced. Any labourers hired by the locals should possess an ILP for proper identification", added Ringu.
He further said that the police department will soon be putting up a check gate at the entrance of Roing in Meka, where the people and vehicles coming in from all the entrances can be checked. Ringu also informed that Highway Patrolling will also be conducted.
Meanwhile, a case has been registered at the PS Roing against the culprits who will remain in police custody until further action.
Anjaw affected by continuous rain, 2 drowned
ITANAGAR, Apr 25: Two persons from Mithumna village of Chaglagam circle have drowned in the Dalai River in Anjaw. This was informed by the CO Chaglagam, Aniyang Ratan. This is the third rain related death reported from the district. The incessant rain of past 20 days has heavily affected Anjaw with roads blocked at many places all over the district. While BRTF has been working round the clock, their efforts have been supplemented by the govt. departments wherever possible.
Anjaw Deputy Commissioner, Mamta Riba who is on tour of affected areas held a meeting in Hayuliang to streamline the disaster management.
The Community Health Centre, Hayuliang was inundated with rain water.
Meanwhile, Governor JP Rajkhowa has announced ex-gratia relief of Rs. 1 lakh from his relief fund for the next of kin of worker Madan Tanti, who died at Hayuliang, Anjaw on April 23, when a labour barrack in which he was living, was hit by a bamboo grove uprooted due to landslide caused by continuous downpour.
Meanwhile, after several days turmoil, Tawang is limping back to normalcy as the district administration is gearing up to assess the damages caused to public and private properties in the recent landslides.
Attending meeting convened to take stock of the prevailing situation, local MLA Pema Khandu called for immediate assessment of the damages occurred during the recent landslide and submission of reports.
He opined that the assessment should be done taking into account the need for immediate as well as long term restoration.
Further, committee responsible for deciding on payment for immediate relief were advised to take into consideration the view of concern Gaon Burah and PRI members.
Three more schools, community halls were designated as relief camp in addition to the 4 earmarked the day before in Tawang and Kitpi circle.
DFCSO and DMO were directed to make arrangements for distribution of PDS items in relief camps and to ensure medical care in the camps with special attention to pregnant women, children and disabled persons,

Noa Dihing renders 80 families homeless at Diyun
Diyun, Apr 25: Sixty Four families in Dumpani and sixteen families in Jyotipur village have lost their lands and home due to flood caused by the Noa Dihing River at Diyun Circle.
The Local MLA Nikh Kamin took stock of the situation on Sunday along with the ADC, EAC, Indian Army and Police. He visited all the areas vulnerable to flood and those areas badly affected at Jyotipur and Dumpani villages as well as temporary relief camps.
The MLA appealed to the Government for a permanent flood control along Noa Dihing which takes away chunk of fertile land every year.
He gave the victims a sum of Rs. 1.2 Lakhs as immediate relief while the administration distributed of food items.
The ADC, S Miji and EAC Tagam Mibang advised the people not to go back to their villages until the Monsoon is over as the water level can rise anytime.
MLA Nikh Kamin along with ADC Miji, EAC Tagam Mibang visited the vulnerable areas along Noa Dihing River.
Massive mock drill in Naharlagun to check earthquake preparedness

NAHARLAGUN, Apr 25: Naharlagun witnessed one of the biggest coordinated mock drills on Monday with the disaster management agencies checking the alertness and preparedness in an event of natural and human induced calamity.
The drills were conducted in various places including KV no. 1, Lagun bridge, Police colony, Tomo Riba State Hospital, Rajiv Gandhi stadium, IMC building and market shed, helipad road beginning at around 8 AM.
Vehicles coming from Itanagar had to take Doimukh-Yupia road while people moving from Naharlagun took E sector- G extension-Polo colony road here for more than two hours as part of the exercise, causing inconvenience. The Capital administration had created a number of simulated situations like collapse of Lagun Bridge, fire accident in KV no.1, residential building collapse at Police colony and collapse of Tomo Riba State Hospital due to a massive earthquake. Relief camps were set up at Rajiv Gandhi Stadium, IMC building and market shed, helipad road.
People were seen uncooperative while the unwilling commuters were not ready to give in to the traffic advisory, which created a logjam like situation. Later, the administration had to open the roads for vehicular traffic. Most of the people were seen annoyed with the situation. "Why they have to block the highway just for their training," one was heard saying. While others had no idea what was going on and were just onlookers to the whole situation. Lack in awareness level was a hindrance in the exercise.
Capital police, National Disaster Response Force, State Disaster Response Force, State fire services, PWD, PHED, ICDS, health department were seen coordinating with Capital district administration along with volunteers and school students who posed as victims.
EAC Naharlagun, Hento Karga expressed satisfaction over the entire event. He however shared few glitches which he hoped that with proper guiding can be overcome.
"The performance of the NDRF and SDRF team has been exemplary as they are well trained. Few glitches were seen in the health department as with their usual busy schedule, they could not respond accordingly. However, today's mock drill must have been very helpful for them," he said.
Talking of space constraint in the hospital, informing that only 28 casualties were reported in today's mock drill, the EAC expressing concern said, "What if the casualty goes upto 100 or more in actual situation?."
He also expressed concern over the infrastructure of the treatment area in case of earthquake.
Accepting the glitches from the health department, Deputy medical superintendent (DMS), Tomo Riba State Hospital Dr K Ete suggested that a disaster management team be formed in the hospital to tackle such situations.
"Because of our nature of duty, we are unable to attend trainings on disaster management on a regular basis. One person is never able to attend similar meetings twice," he said suggesting formation of a disaster management team in the hospital itself.
The DMS pointed out lack of fund was also an obstruction in the exercise.
"We had to use up our own resources to arrange for the materials required. Government should provide funds for such exercises," he said to which the EAC also agreed.
Later at the briefing session, DC Deputy Commissioner cum Chairman DDMA Sandeep Kumar Singh termed the mock drill as a learning experience as it gave everyone a chance to know what to do when disasters occur. He also listed out immediate measures that need to be taken care of to ensure minimum damage in case of disaster.
Such mock drills would be conducted at every ward so that each resident could be made aware as there was very less participation in today's event, Singh said.
Since earthquake does not come with a warning, the residents should be the first responder to act in such case before the rescue teams arrive, added the DC.
Moyong seeks early completion of ALG
PASIGHAT, Apr 25: While interacting with Col. R Ravi, Project Manager, NCC at the construction site of the Advance Landing Ground (ALG) at Pasighat, MLA Kaling Moying urged him to complete the project at the earliest.
Moyong also visited the under construction Pangin - Pasighat part of the Trans Arunachal Highway. This road connects Siang valley.
Interacting with the General Manager and technicians of PH Construction Ltd., he instructed them to keep the road through, especially during the monsoon. Convenience of the commuters should be taken care of, he said.
Inspecting the ongoing construction works of Pasighat Stadium, Moyong hoped the stadium will be useful and beneficial for sportspersons of the area.
He directed N. Laya , DD(UD) and M/S Kakum Enterprise not to compromise with quality. He also instructed them to increase the number of skilled labourers and men power so that the projects is completed in time.

Encroachers evicted from Namdapha Park
ITANAGAR, Apr 25: The officials of Namdapha National Park (NNP) along with police evicted the land encroachers of the Park on April 21.
14 dwelling houses/huts were demolished and cardamom plantation (4ha) and maize (2ha) fields destroyed during the eviction drive at 31 Mile Section of the MV Road.
The occupants were reported to be from Yobin community of Gandhigram village of Vijoynagar and Miao town.
The team could apprehend only the women (illegal) occupants as the all the male members had fled their homes on seeing the eviction team.
The encroachers will be prosecuted under Wildlife (Protection) Act, 1972.
The eviction team was led by H Nyorak, Assistant Field Director, NNP.
Before the eviction drive, a notice was served to the encroachers for vacating the lands within 45 days.
The matter of encroachment at 31 Mile was brought to the notice of PCCF (WL&BD) & Chief Wildlife Warden GN Sinha in the first week of April, 2016 by Field Director, Namdapha National Park Dusu Shra.
Sinha had taken the matter very seriously and issued strong directions to the Park authority to remove the encroachers.
Many discussions have been held in past to pursue them to vacate the area. The recent act of fresh encroachment in 31 mile area of the Tiger Reserve by few Yobin people had been an irritant to the wildlife wing of Forest Department.
The management of Namdapha Tiger reserve sought support of all the stakeholders, especially the local fringe villagers in protection and conservation of Park.
Tangsas celebrate Moh Mol
CHANGLANG, Apr 25: The origin and root of any tribe is linked to its culture and tradition, therefore, its preservation is imperative to protect one's identity, said Power, NCER and Research Minister TN Thungdok. He was addressing the Moh-Mol celebration here on Monday.
Moh Mol is the major agriculture festival of Tangsa community of Changlang district.
Amazed by the rich culture of Tangsas, the Minister announced to take initiatives for documentation of Tangsa language to protect it from extinction under the Department of Research.
The Minister appealed to all the gatherings to maintain unity in diversity for rapid development of the state.
Giving his commitment to work for all round development in the district, he assured to take up with the State Govt for sanctioning of fund for a new bridge over Tirap River connecting Nadipar, which is presently in a dilapidated condition. The bridge is considered lifeline for the people of Khimyang and Kantang circles.
Parliamentary Secretary (PHED) Alo Libang stressed on preservation of age-old culture and traditions.
Observing the rich potential for tourism, Libang emphasized on boosting tourism industry in the district saying that good hospitality plays a vital role in inflow of tourist.
Earlier, Parliamentary Secretary (Hydro Power) Phosum Khimhun termed the visit of minister Thungdok, Parliamentary Secretary Libang and other dignitaries as huge encouragement for the Tangsas.
The programme started with rituals in "Rom-Rom" where priest offers prayer to Goddess of crop "Tungja-Chamja" to seek blessings for bumper harvest, prosperous and long life of all.

National Panchayat Day celebrated
ITANAGAR, Apr 25: Reports of National Panchayat Day celebration marking the culmination of 11 days long 'Gram Uday Se Bharat Uday Abhiyan' programme continues to pour in from across the state.
In Siang district, the Siang district administration with all line departments and PRI members observed the National Panchayat day on Sunday as part of the 'Gram Uday Se Bharat Uday Abhiyan' programme.
Sanitation and mass plantation drive, interactive Kisan Sabhas and Gram Sabhas were conducted in gram segments of Pangin, Kebang, Jomlo Mobuk and Rebo Perging circles.
ZPM Orin Padung and member secretary, Dr.R.Mibang presided over the Gram Sabhas that deliberated on formulation of significant village development plans prioritizing on hygiene and sanitation and need for active involvement of women participants in such planning programmes.
In West Siang, the gram panchayats of West Siang district observed the 'Gram Uday Se Bharat Uday Abhiyan' from April 14 to 24.
The Kisan Sabhas were also held from April 17 to 20 while the National Panchayat Day was celebrated at all gram panchayats in the distict on Sunday.
ADC cum DPDO, Tamik Talom attended the Gram Sabha of Bene gram panchayat. The day began with Prabhat Perry and social service.
The DPDO also inaugurated the Gram Panchayat Office in the presence of member secretary, ZPM, ASM, GPC, GPM and villagers.
The Bene Gram Panchayat took the resolution to generate revenue through water charges and to keep the village clean.
The day was also observed at Pushi Doji Jeko, Angu I, Angu II, Pigi Mengo, Jeyi Bagra, Lipu Bagra I, Lipu Bagra II and Takpu Bagra.
In Kurung Kumey, the National Panchayat Day was observed at Koloriang district headquarters.
District Panchayat Development Officer, EAC Rajib Chiduni addressed the PRI members and briefed on the importance of Gram Swarajya and empowerment of Panchayat for the all round development of village which will finally culminate in realization of self reliant villages. He administered Oath to the PRI members and gathering for maintaining social harmony and to strive for all round development of the villages.
DFO Koloriang, Gyamar Nima advised the PRI members to work dedicatedly for the development of their villages. He exhorted the PRI members that the nation cannot develop unless the villages develop and for that PRI members have to contribute positively.
ZPM Upper Koloriang, Chello Tagar, ZPM Lower Koloriang, Nangram Niani, all PRI members, HoDs, Govt. Officers and public leaders took part in the celebration.
In Namsai, the day was observed by all the Gram Panchayats of district.
The panchaytai raj members were briefed about various major schemes of the government including PMGSY, MGNREGA, PMKVY, NRHM, PMKSY.
The Administration and PRI leaders of Baderdewa circle celebrated Gram Uday Se Bharat Uday Abhiyaan (National Panchayat Day) on April 24, wherein villagers, farmers and GBs of Karsingsa and Banderdewa Panchayat actively participated.
The celebration started with lighting of lamp before the portrait of Mahatma Gandhi by Banderdewa ZPM Kipa Uruni and Banderdewa Anchal Samity chairperson Yaji Kipa.
To mark the day, cleanness drive and plantation drives were carried out in and around the village and premises of office of the circle officer, Banderdewa.
Later, maize (corn) seedlings were distributed to all participants initiated by Karsingsa ASM Taniang Kipa.
Earlier, on April 19, Farmers' Conference was organized at Nyokum Hall Banderdewa for Karsingsa and Banderdewa Gram Panchayat.

Give service in true sense: Pul tells doctors
ITANAGAR, Apr 25: Chief Minister Kalikho Pul called upon the doctors "to give service in true sense". He was addressing the health functionaries of Health & Family Welfare Department in the Annual Development Agenda Meeting of the Department at Banquet Hall on Monday.
He said that the govt is planning to revamp health delivery system in the state logistically as well as institutionally. Giving top priority to the health sectors, efforts are being done to make all the hospitals from zonal hospitals to sub-centre functional, he said.
He informed that all the district hospital will be made fully equipped with diagnostic equipments and laboratories along with sufficient staff.
Chief Minister gave directions to the department to immediately dispatch the medicines to the districts. He categorically said, "There will be no compromise on purchase of medicine and people should get the free medicines from the govt hospitals".
He said that unless the full medicines are supplied by the supplier, payment should not be released. He asked the department to release the payment only after verifying the medicines received.
He also asked the departments to provide fund for Ration and POL items for the smooth running of ambulance in the districts.
In order to empower Medical Superintendents to run the District and Zonal Hospitals in more effective way, Drawal & Disbursing (DDO) powers will be given to the Medical Superintendent with supporting ministerial staffs consisting of an Accountant cum UDC, LDC and a Computer Operator, he said.
Regarding APCMUHIS, the Chief Minister said it will be continued with the existing Insurance amount of Rs 2 lakhs. He opined that the re-imbursement money that comes back to the govt hospitals from the Insurance company should be deposited to the state exchequer. In place of it, Corpus Fund will be provided to the govt hospitals so as to enable them to continue the Health Insurance.
Earlier, Hage Kojeen, Commissioner Health & Family Welfare upon the doctors for holistic and integrated approach to address the problems related to health sector. He urged upon them to work with commitment and to develop work culture in order to bring desired improvement in the health delivery system as per the Norm of Indian Public Health Standard.
Dr Moji Jini and Dr E Rumi highlighted status of health scenario in the state.

Ruckus in Parliament over Uttarakhand, Arunachal
New Delhi, Apr 25: Angry over imposition of President's Rule in Uttarakhand and Arunachal Pradesh, Congress on Monday created ruckus in Parliament, accusing the Modi dispensation of toppling democratically-elected governments of opposition parties, a charge rejected by Home Minister Rajnath Singh.
The issue generated heat in both the Lok Sabha and the Rajya Sabha on the opening day of the session with Congress members in both Houses storming the Well and party chief Sonia Gandhi joining them in raising slogans.
In the Lok Sabha, Leader of Congress Mallikarjun Kharge and his party colleagues staged a dharna in the Well as their notice for adjournment motion on the issue was rejected by the Chair.
"It is a murder of democracy," Kharge said as the Lower House assembled for the day, telling Speaker Sumitra Mahajan that he has given a notice for an adjournment motion on the issue. Members of JD(U) and AAP were also in the Well along with Congress.
AAP leader Bhagwant Mann was repeatedly seen pleading with the Chair to allow Kharge to have his say.
Amid a noisy protest by the treasury benches, Kharge said the Union government is purchasing MLAs, pressurising MLAs to install BJP government "by killing Costitution."
The Speaker reminded Kharge that the matter is before the Supreme Court and hence he should not say anything further.
Kharge said he is referring to the action of the central government and not the ruling of Uttarakhand High Court which had revoked the President's Rule. The Supreme Court later stayed the High Court's order till April 27.
He said the BJP-government at the Centre celebrates the Constitution Day and birthday of key architect of the document B R Ambedkar, while it has "destabilised" democratically- elected governments in Arunachal Pradesh and Uttarakhand.
"There appears to be a great hurry by the NDA to grab power in every state... don't forget there is Constitution...
you could have waited for the March 28 floor test but you imposed President's Rule on March 27," he said.
The Home Minister said the "crisis" in Uttarakhand and Arunachal Pradesh has not been created by NDA or BJP.
"It is an internal crisis of their party," he said and welcomed Speaker's decision that the issue cannot be raised in the present format as it is under consideration of the apex court.
In the Rajya Sabha, Leader of Opposition Ghulam Nabi Azad raised the issue accusing the central government of "deliberately provoking" the opposition and "inducing" disruption so that the House does not run. PTI

ITANAGAR, Apr 25: World Malaria Day was observed on Monday in the State with various programmes to generate awareness among public about the cause of malaria, its signs and symptoms and various preventive measures.
West Siang District Vector Borne disease Control Programme (DVBDCP) in collaboration with Voluntary Health Association of India observed the Day at Panya Village with theme "End Malaria for Good."
A rally was organized from the DVBDCP Office, Aalo via Bogdo Karnu villages to Panya village to encourage public to use medicated mosquito net (LLIN), to cooperate with indoor DDT spray team, remove stagnant water, where mosquitoes breed, for prevention of Malaria.
On the occasion, meeting was organized at the community hall of the village, wherein DVBDCP Officer Dr M Riba Ete explained the cause of malaria, its sign and symptoms and various preventive and precautionary measures.
Asst. DVBDCP Officer P Sora urged the people to use LLIN provided by the health department and to allow indoor DDT spay also.
DVB Consultant K Nyokir informed the people of the facilities, like Rapid Diagnostic Test, Aimalrial Medicines available at DVBDCS, West Siang.
VHAI District Project Officer C Kumar highlighted the personal protection methods, importance of complete dose of medicines for malaria patients.
Community level awareness events were also organized by VHAI field Supervisors at Yomcha, Kamba, Tato, Payum, Likabali, Basar, Nikte, Bagra PHC area.
DVBDCP organized essay and drawing competitions for the students of Siyum Army Public School at Aalo.
Around hundred people gathered along with Head Gaon Bura G Lollen and other PRI members in the meeting.
At Pasighat, East Siang District Heath Society observed the World Malaria Day at Borguli PHC.
DVBDCPO Dr. T Riso spoke about the causes, signs and symptoms and prevention of malaria.
Jummo Rina (DVBDC) highlighted on malaria situation of the area.
Blood samples were collected from the attending people for malaria tests.

Online RTI website launched
ITANAGAR, Apr 25: Papum Pare DC, Pooja Jain on Monday launched the RWD, Papum Poma Divisions, Yupia's official website with introduction of Online RTI Request Tracking System.
A demonstration on Meri Sadak, a mobile friendly app for citizen feedback system for PMGSY by National Rural Roads Development Agency (NRRDA) was also held on the occasion.
In her inaugural address, the DC lauded the RWD for the Information Technology intervention in RTI services to give free and rightful information to the public with an ease of delivery. She also stressed on the need of commitment on the part of government officials towards the people for societal development.
SIC Commissioner; AK Techi also spoke about the importance of having online RTI to give free information and to maintain transparency in the respective departments. It will save time and money in dealing RTI Act cases and should be made mandatory in all the departments, he added. The event was organized by Papum Poma Division EE, Techi Jobae and attended by office staffs and general public.
More delay on NH-415
ITANAGAR, Apr 25: The capital denizens will have to wait for another 10 days before normal traffic resumes on NH-415. The blockade near Hotel PYBSS is taking more time to clear than expected. "After that, we will lay hume pipe to make way for water to have natural flow. Also we have to construct side wall. The closing of national highway due to clogging of drain near Hotel PYBSS has severely affected connectivity in the capital. To make matter worse, the alternate roads are also in pathetic condition.
Govt. to provide free Wi-Fi in capital region
ITANAGAR, Apr 25: The State Government is planning to provide free internet access to public by creating free Wi-Fi hotspots at all-important public places in the capital region from Chimpu in Itanagar to Kankar Nallah in Naharlagun.
The free internet access would benefit the students most, Chief Minister Kalikho Pul hopes.
It would help local businessmen and farmers, who could use Internet to better understand the current market trends and predict the weather conditions, he said.
This will be in line with the Prime Minister's ambitious 'Digital India' programme that aims at boosting Internet connectivity across the country.
The Department of Information Technology will implement the free Wi-Fi hotspot service in select public places. The bandwidth service for the Wi-FI hotspot will be provided by State owned Bharat Sanchar Nigam Ltd (BSNL) or some other private service provider.
Rector’s Gold Medal to Kaling Taki
ITANAGAR, Apr 25: Kaling Taki, who secured first position in Master of Library and Information Science (MLISc) from University of Science and Technology, Meghalya (USTM), Techno-City, Baridua in 2015 has been awarded with Rector's Gold Medal.
The award was presented to him at the first Convocation of USTM on April 22 in presence of Governor of Meghalaya.
Kaling did his graduation from JNC, Pasighat.
He is the first son of Kakoti Taki and Bangka Taki of Lingka village under Ruksin circle.
Rebia inspects developmental works
ITANAGAR, Apr 25: MLA Nabam Rebia conducted on-the-spot inspection of various developmental works under Doimukh Sub-Division on Monday.
He inspected repair and maintenance of suspension bridge at Rose village, construction of CC pavement at Charbsi village, repair and maintenance of school and hostel buildings of Govt. Secondary School, Mani, construction of water tank to provide drinking water supply to Doimukh Township, renovation and maintenance of seminar hall and Doctor's chamber at CHC Doimukh, renovation and maintenance of community hall at Circle office Headquarter at Gumto, construction of buildings for establishment of new police station at Gumto, classrooms and administrative building and repair and maintenance works of Govt Higher Secondary School Doimukh.

AVP introductory camp ends
ITANAGAR, Apr 25: The 5 days introductory camp organized by Arunachal Vikas Parishad, Papum Pare district Unit concluded at Govt. Residential School, Nonpu Doimukh on Monday.
BJP Papum Pare district unit vice president Yuram Tach, who attended the valedictory function, interacted with the participants and advised them to maintain discipline throughout their life.
"Such camps of AVP not only teach discipline but also inculcate in young minds the sense of belongingness, importance of preserving their own culture and traditions, he said.
AVP's Papum Pare unit president Taba Takam and general secretary CK Yab also spoke on the occasion.

Students seeks Governor's intervention
ITANAGAR, Apr 25: The Arunachal Students Federation has written to Governor seeking his intervention to streamline the education department. The ASF has sought immediate ban on deputation of teachers to non-working posts. Federation also called for cancellation of appointment of post graduate teachers and trained graduate teachers engaged in various flagship programmes under SSA, SBM, RMSA etc and instead post them in needy schools.
ASF demanded for recalling teachers deputed to office of resident commissioner, New Delhi, office of DRC's and other government department. Federation also appealed for early bifurcation of Directorate of School Education into two separate directorates as per the strategy proposed by former governor JJ Singh in order to streamline the education department. They also suggested that SSA should be made part of directorate of elementary education.
Ruksin CHC gets a facelift

RUKSIN, Apr 25: Ruksin Community Health Centre (CHC), has got a facelift as a scheme of Rs 4.65 lakh for the year 2015-16 sanctioned under Untied Fund was implemented in the hospital. The laboratory rooms and operation theatre of the CHC have been equipped with electrification and water supply facilities besides, development of additional structures.
The development works under the scheme include; construction of cement concrete pavement at the entry point, construction of patients' waiting shed and labour rooms besides renovation of the other units in the hospital. The Rogi Kalian Samiti of Ruksin block led by Ruksin ADC, which conducted the construction activities, on Monday handed over the properties to the hospital authority. The ADC urged the doctor in-charge to take proper care of the hospital's property and ensure right use of the machineries.
The CHC at Ruksin, which was established in 2003 caters to about ten thousand people including Ruksin circle in East Siang and bordering Jonai sub-division of Assam. Moreover, patients from remote districts such as Upper Siang and twin Dibang Valley districts also regularly come to this hospital.

Thongdok extends condolence

FIR lodged
ITANAGAR, Apr 25: An FIR has been lodged in Tuting Police station against one Monge Mello for allegedly executing an agreement before the Upper Siang Judicial Magistrate 1st class whereby a total of 54993.0 hectares of community land was voluntarily donated to the Environment and Forest Department Yingkiong Division.
Claiming that the aforementioned land belongs to him and the agreement was done without his consent by using forged signatures, one Nati Miku of Silage village under Upper Siang sought strict punishment against the said person as per appropriate sections of the law.
KGBV magazine released
ROING, Apr 25: Lower Dibang Valley DC, Ravi Dhawan released the first edition of KGBV annual school magazine in his office chamber along with DDSE Mijum Lego.
DC Dhawan lauded Abralow Memorial Multipurpose Society, an NGO running the KGBV for bringing out the publication and wished that the school will continue its endeavour in producing quality human resources by rededicating themselves for the noble cause of spreading the light of education to the girl students of this far flung and remote block Hunli.
Chairman AMMS, K. Meto informed him that every year near about 20 to 30 students appear in the JNV test and get themselves selected in JNV Roing which speaks of the quality of the students being produced by the Vidyalaya. The vacant seats thus created are then filled up with new admissions from Roing, Hunli and Anini.
National Switch Day held
ITANAGAR, Apr 25: The National Switch Day from tOPV to bOPV was held across the state in all health centres.
In Aalo, the Switch took place in all the health centres of West Siang district on Monday. At General Hospital, Aalo, Med. Supdt., Dr. Linia Lollen administered the first dose of bOPV.
Earlier, all health facilities of the district conducted outreach session in vulnerable areas and used all the excess tOPV. Push exchanged had taken place in all the CCP as per plan.
In Changlang, the Switch from tOPV to bOPV was conducted on Monday at the District Hospital, Changlang.
The tOPV vials retrieved from the different Cold Chain points in the district was disposed off. The sealed pack was opened in presence of the Capt. Vivek from 14 AR, Changlang, who is also a doctor.
National switch to t.OPV to b.OPV was launched at District Hospital, Khonsa in presence of ADC Tirap Namjang Wangsu.
Medical Officer Dr. Roto Robo explained in details on the switching of t.OPV to B.OPV.

APWWS organizes workshop on Tea Plantation
AALO, Apr 25: Two days workshop on tea plantation was organized by Arunachal Pradesh Women Welfare Society, Aalo unit in collaboration with Sirurijo Tea Estate Pvt. Ltd on April 22 and 23.
Attending the inaugural function, ADC Yomcha, Kego Jilen said that marginal farmers should come up to take up plantation after the establishment of full pledged Tea Factory at Sirurijo. He also appreciated the initiative taken by APWWS, Aalo to involve women in the training of tea plantation.
Managing Director Sirurijo Tea Estate, Tugo Gangkak and Director Yayum Gangkak disclosed that it took them more than two decades of strenuous effort to develop the hills into tea garden and today rural employment too is generated by the Tea Estate.

Association demands reservation
ITANAGAR, Apr 25: In a two-point memorandum submitted to the Deputy Chief Minister-cum-Minister for Textile & Handicraft, Kameng Dolo on Monday, the All Arunachal Pradesh Textile Designer Association (AAPTDA) has demanded reservation/quota for working designers in the Group B posts besides, increment and timely payment of salaries of contractual cluster designers serving in the Textile and Handicraft department.
'The contractual cluster designers who have completed 3 to 9 years of their service in the department have been denied their rightful privileges as their salaries are lower than that of Grade C posts', the association claimed adding that earlier their salary was Rs. 16,500 per month but now despite frequent requests for increment, it has been decreased to Rs. 15,000 only.
It further said that the designers are qualified and have experience and knowledge in the field of fashion and therefore the authorities should consider reservation for working designers in Group B posts like Marketing Inspector, Craft Superintendent and Development Officer.
Association meets CM, submits memo
ITANAGAR, Apr 25: Members of Central Executive Committee Arunachal Pradesh Teacher Eligibility Test Qualifiers' Association (CEC, APTETQA) met Chief Minister Kalikho Pul at his official residence and submitted a 5 point memorandum on Apr 23 last.
The memorandum included demands for immediate creation of regular PRT&TGT posts for direct recruitment of batch-wise APTET qualified candidates, discontinuation of conducting APTET examination till complete absorption of existing APTET qualified candidates, relaxation of age in respect of in-service SSA teachers who qualified APTET while regularization against the created posts, making APTET as compulsory eligibility criteria for recruitment for TGT under the Director of Secondary Education and conducting recruitment process of TGT under the Department of Secondary Education.
A release added that CM suggested the association to immediately provide the required number of PRT&TGT posts so that new posts are created at the elementary and secondary education level.

Need for drastic economic policy and governing system
Dear Editor,
Taking over the ruins of a dwindling economy, overdrafts, surmountable debts, festering communal madness, maddening bandh culture and coming out clean from these almost impossible task will not be an easy job by our new promising CM and his band of Ministers.
The problems for our new CM are more in fact vast and more basic in nature.
At this junction, the word change will be an understatement to describe and these whole gamuts of issues will take years to settle down.
The new government has to draw a drastic economic policy and governing system. And
on the other hand government has to integrate Arunachal Pradesh with the rest of
the country. Our new CM has to convince the ever-
Moreover, the new government has to please Delhi for extending huge loans to pay off the debts to start a new era of debt free economy.
But to combat all these, the government might have to give away all the plethora of governmental and bureaucratic controls which in other way means there should be as little of government interference in matters of setting up of business centres. The government has to give away land, electricity at very low rates or for free to entice investors. The government might have to do away with the burgeoning controls over business sectors and absolute freedom has to be given in the course of time to set up a unit.
In days to come, the government has to come up with Make in Arunachal policy to lure local investors, if not MNCs.
The theory of Arunachal is changing should be made known to the whole world. The suave ministers will have to come out of the woods and should learn when and where to make his remarks like an astute politician if they really want to put a lid on deficit budgets.
We all know that "there is a gestation period before the new policies could bear real fruits" but we also should not forget that "future cannot be mortgaged for the present".
